I don't think it's fair to say the entire company believe it was spies. Clearly a lot think it was just a few jerks. That said, FB is almost certainly infiltrated by a few governments. It's not exactly a small company. If China wanted to get someone on the inside, it couldn't be that hard.
But IMO, this was just an employee who admires Snowden.
Where by "jerks" you mean "people with deep misgivings and the courage to risk their careers by speaking out against one of the world's premier surveillance organizations?" This isn't the kind of thing you do for lulz, and I doubt they're getting paid.
