It isn't, but in addition to the (valid) arguments the other commenters make about Clubhouse not having any assets in Europe (thus making enforcement of any kind of penalty nearly impossible), the majority of the data protection agencies are also completely incompetent at enforcing the GDPR even against companies that they can collect from.
